Dear Volunteers and Supporters,
I want to express my heartfelt thanks to all of you who signed the ReRan petition and participated in our campaign to get the ReRan initiative on the ballot. Your dedication to this cause means so much to us as we continue our fight to save our homes from illegal property taxes in Cook County.
Although we didn't meet the 100,000-signature requirement to get ReRan on the November 5th ballot, this setback will not stop the ReRan movement. We are now shifting our focus to ReRan Plan B, a swift and direct-action plan to protect our homes from unfair property taxes. To make this plan a success, we need everyone's support and participation.
The first step is to spread the word about ReRan Plan B and join our upcoming Zoom meeting or Facebook Live event on September 1st at 8:30 PM. During this meeting, I will outline the details of ReRan Plan B, and I'll also be seeking your suggestions and comments on how we can make this plan even more effective.
Your support is crucial—ReRan Plan B can only succeed if we all work together. I am confident that we can save our homes and continue to fight for reparations at the same time.

What is ReRAN?
The Reconstruction Era Reparation Act Now or ReRAN was created in 2023 by Black Chicagoans because of losing their homes due to the increase of county and city property taxes. Our solution is a demand that Cook County Descendants of Enslaved(DOS) pay NO Property Taxes as a part of Reparations.
The Reconstruction Era Reparation Act Now or ReRAN was created in 2023 by Cook County/ Chicagoans (DOS). ReRAN founders were fed up with so many Black people in the city losing their homes due to the increase of county and city property taxes.
According to Illinoisanswers.org, "In 2021, the housing equity advocacy group studied the 1,400 tax sale evictions enforced by the county sheriff over the last decade. More than 90% of evictions took place in neighborhoods where Black or Brown people make up the majority of residents. More than 70% of those evicted every year as a result of the tax sale process are Black" (2022).
We know one way to build generational wealth is through owning real estate. Historically, high taxes, along with other discriminatory housing practices, have hindered Black Chicagoans from maintaining home ownership, and subsequently, obstructed economic advancement. This program will shield Black Chicagoans from displacement by helping them keep their homes to pass down to their children and grandchildren. ReRAN is not a substitute for reparations. Rather, it is a start and support for reparations for Black Chicagoans and ultimately all Black People in the United States.
The upcoming elections in 2024 are key to the future of ReRAN as we will seek to gain support from incumbents and newly seeking elected officials to make ReRAN a policy.
The goal is to identify political officials and vote for those who will support and promote this policy as a part of their political agendas. Once elected, we, the citizens, must hold these elected officials accountable.
As a part of or in support of reparations for Black Chicagoans, we want Black Chicagoans to PAY NO PROPERTY TAXES. The ReRan formula for American Descendants of Enslaved people is below:
Shall the City of Chicago and Cook County reallocate three (3) cents collected from every
sales and use tax transaction that occurs in the City of Chicago and every sales and use tax
transaction that occurs in Cook County and deposit that revenue collected into a separate fund
within the Cook County budget with oversight from Reconstruction Era Reparation Act Now,
LLC, to be applied to pay the real estate property taxes of descendants of enslaved persons
emancipated by the Thirteenth Amendment to the United States Constitution and for services
needed to preserve the communities of the descendants of enslaved persons?
For example, if a person buys $100 worth of groceries in Chicago, the sales tax paid would be
$10.25. The Cook County/ReRAN Fund would receive three (3) cents from the $1.50 of sales
tax revenue collected by Chicago without increasing property taxes and sales and use taxes
paid. If a person buys $100 worth of groceries in Cook County, the Cook County/ReRAN
Fund would receive three (3) cents from the $1.75 sales tax revenue collected by Cook County
without increasing property and sales and use taxes paid.
